If your emphasis is on the word "any", then you are right, not everyone can create something like that, nor can "all" rhythmic gymnastics coaches create routines of that caliber.
When we are talking about the top tier of athletes or team, it is more than one coach or one athlete, it is the product of a very special mix of the WHOLE team - like the Edmonton Oilers in the 80s.
Watching the TV show "You think you can dance", one thing that is quite obvious is that it takes more than just the dancers or just the choreographer to make a perfect piece. Furthermore, looking at how some of the dancers transforms from one style to another within a such time period was probably deemed impossible prior to the show.
To broaden a sport's base, it does mean that not everyone will be at the Elite level. Having coaches that are passionate with the vision is often the missing ingredient for success because they will find solutions for every challenge they face.
